Take a power bank and charge that with the panel and then charge your GoPro. Faster and less expensive if anything goes wrong.

So long as it has a usb port there is no reason you could not. That being said, I have never directly powered any device from mine. I use it to charge my power banks and then use those to power other devices. Loss of a power bank because of spiked or fluctuating power (in and out of shadows, fast moving and intermittent cloud cover) may cause damage to devices that are directly connected. But, a power bank is a heck of a lot cheaper to replace.

No faster or slower than any other solar charger at similar voltage & watts. A standalone battery should be used with this panel, not directly charging devices. It will continue to charge if shaded, & after 3 solid months of desert use, mine cracked by one of the snaps but still continues to work just fine.

This depends on the amount of solar energy available (sunny day or cloudy), and whether the power bank support charging itself and connected devices (not all power banks can, but you can check by connecting to the mains outlet).

It does not have a battery, so it will not charge. It charges batteries of other devices (batteries) or other batteries. For example, you use it to charge a battery pack during the day. When the sun goes down you connect the battery it charged to charge something, like a cell phone, to charge it up. You can also charge a phone (battery) with it while it is in the sunlight.
