It will surely effect the whole image. Filters are generally not for portrait photography. Move the person. Adjust your shutter and aperture settings. Edit the background with PS or LR

does this lens add blur to your background in video recording?

With this filter, I can reduce my shutter speed, even with a sunny day, so in my photos I get a blur motion background. Same thing with video, you can reduce the shutter speed so you will get more motion blur. It you consider for portrait, this filter don’t add blur background. For that you need a 2.8 or faster lens. You could try this tip. Hope it helps. Pan&tilt operation: Press the “pan/tilt” button on the upper right corner (A direction icon will appear in the middle of the screen when you press the “pan/tilt” button) →use the sound and brightness buttons to move the lens(The specific operation is shown in the video).
