Yes, the infrared night vision binoculars come with a mounting bracket for you to mount it on your helmet. Besides that, it also comes with a neck strap and a headband. It provides 3 wearing methods.

Yes, but not for long. I is designed to run off AC power and the battery is for backup when you have power outages. You will have a much better experience if you can keep it plugged in.
