This tripod has his own quick release base to screw into your camera base. The head of the tripod is capable to roll as long as you need, it does not stop at 360* or less, also that rotation can be softened or tightned as you need, and for my opinion, it is very smooth.

Will this tripod support my Celestron Skymaster binoculars & allow me to angle them directly overhead while standing? I am 6' tall.

No. I bought it based on the claim that it would support the weight, but it doesn't. However, i have found that if I don't try to use the cantilevered function, but just use the height of the combined tripod and arm (straight up) and the ball joint holding the binoculars, I have more than enough height to see anything up to about 75 degrees comfortably. In the video, the eyepieces are at 6', and there is easily another foot of extension available.

as long as the webcam has a standard 1/4 screw mount, it could be used with this tripod.

Can you do overhead shots with this tripod? (for example to record someone drawing from above)

That is how I used it. I placed it on a table and shot overhead video. So, yes you can.
